1) Membership
a) The chapter shall begin with and maintain at least six members.
b) Members must be at least 16 years of age.
c) Members must be a member of the The Bass Federation (TBF) and maintain such membership at all times.
d) The membership dues shall be collected annually. Dues break down as follows: National Dues: $15.00; State Dues: $10.00; Club Dues: $5.00; WRBM Dues: $25.00 for a total of $55.00 yearly.
e) New members are always welcomed provided that the club maintains a healthy ratio of boaters to non-boaters. There could be additional requirements for membership as dictated by TBF, if in doubt, contact an officer. Your membership may be revoked at any time for club violations.
f) If a member elects to leave the club or is removed from the club for any reason, any currently paid dues are non refundable.
2) Officers
a) The officers of the chapter shall consist of:
President – one-year term.
Vice President – one-year term
Secretary – one-year term
Treasurer – one-year term
Tournament Director – one-year term
Assistant Tournament Director(s) - one-year term
[At term's end if nominations are not made for a replacement, the incumbent officer will have the option of serving another term as voted by membership]
b) The officers of the chapter will ensure that a complete membership roster will be submitted to The Bass Federation TBF on a yearly basis.
c) The officers of the chapter will ensure that the chapter will belong to and support the Indiana State Federation and TBF.
d) The Tournament Director is responsible for all tournament permits and correspondence with DNR and property managers.
3) General
a) No alcoholic beverages or illegal substances will be permitted before or during tournaments or chapter activities.
b) The White River Bass Masters tournament schedule will comprise of seven (7) regular season tournaments and a classic tournament. All members in good standing are eligible to fish in the Classic (see rule c).
c) Entry for each tournament will be $25($7 of which will go towards the “Classic Fund”, $1 will go toward Big Bass of the year trophy, $1 will go toward Angler of the Year Travel Trophy, and $1 will go toward the Biggest Stringer of the year trophy (Any monetary year-end prize fund left from the Big Bass, AOY Travel Trophy, or Biggest Stringer trophy will be paid to that winner) with an optional $10 Big Bass Pot. If an angler misses regular season tournaments and still wishes to fish the Classic, he or she will be required to pay the $10/tournament missed to compensate the "Classic and End of Year Fund". This will be in addition to normal Classic entry fees.
d) Tournaments shall start at safe daylight time and run for approximately 8 hours. Exceptions to this would be any tournaments to be held as a night tournament and the Classic. Night tournaments will have a duration of 8 hours with and amended start time and the Classic will be two days at 8 hours each day.. Anglers are required to arrive at the tournament site at a time which will allow adequate time for payment of entry fees, attendance of a small pre -launch meeting, and to have livewells checked. If you arrive at the ramp after the field has been released, you will be able to fish if you find another club member on the lake to have your live well checked. You must also advise if you are in the big bass pot.
e) Launch/Weigh in times will be communicated to all anglers via the website and or reminder mailings, and at pre-tournament meetings. It is your responsibility to make sure that you understand the weigh/launch times. Do not be late for weigh in. Find the Tournament Director to check-in. A penalty of 1 pound per minute will be assessed for being late. If you are more than 10 minutes late, your catch will not be eligible to be weighed for that day.
f) Anglers are required to stay in their boat for the entire duration of a tournament except in the case of an emergency. Fishing from the bank is not permitted.
g) Directors may fish the entire tournament schedule including the Classic. However, tournament directors will always weigh-in last, and have another member weigh their catch.
h) All boats must have a working “kill switch” for the combustion engine, aerated operating livewells with enough capacity to fully sustain two limits of healthy bass. All participants must wear lifejackets and have a properly functioning “kill switch” attached anytime the combustion engine is running.
i) Horsepower of your boat may not exceed the maximum horsepower regulations set by the U.S. Coast Guard. Maximum horsepower limits are to be displayed on a placard in each boat. All other safety and boating regulations must be adhered to in all instances. Failure to comply with these regulations could lead to disqualification.
j) Only artificial baits may be used to catch bass, with the exception of pork rind. Fish must be caught in a sporting manner.
k) No trolling for fish allowed and only one (1) rod can be used at a time.
l) If you are ticketed by the DNR and turned into the director, you may be subject to disqualification for that day.
m) You must stay 50 yards away from a tied or anchored tournament angler (anchored is considered to be anchored to the bottom and/or tied to an object with the trolling motor up).
n) Limit shall be 5 bass (largemouth, smallmouth or Kentucky spotted bass) measuring 14” unless the state has deemed limits higher or lower for that particular body of water. It is your responsibility to be familiar with the creel limits and size limits of the body of water where the tournament is being held.
o) Dead fish will be weighed but a 1/2 pound penalty will be subtracted per dead fish. No fish will be weighed if the fish appears mangled, mashed or stringer kept. Short fish will not be weighed but there will be a courtesy bump board available. The tournament director has final approval or disapproval of measured fish size and his/her word is final.
p) Anglers are expected to exhibit high sportsmanship and boating safety standards and be courteous to people on and off the water at all times.
q) NON-BOATERS - If you enter a tournament as a non-boater, you are expected to pay the boater $20.00 for cost of operating the boat for the day with the owner for any tournaments within 50 miles of 465 loop. If you enter a tournament as a non-boater, you are expected to pay the boater $30.00 for cost of operating the boat for the day with the owner for any tournaments outside 50 miles of 465 loop. Any additional monies will be a "gentleman's agreement". If there are any boat ramp or park fees, these should be split in half between boater and non-boater.
r) BOATERS - If you enter a tournament as a boater, you will fish out of your boat and have the right to man the trolling motor the entire tournament. However, respectful and sporting treatment to your non-boaters by allowing fair fishing opportunities is mandatory, the officers of the club will review negligence of this rule and disqualification is an option. In the event that you do not draw a partner, you may fish out of your boat alone.
s) Combining positions and splitting awards will split all ties.
t) The tournament schedule will be comprised of lakes chosen by each member. All members will pick 7 lakes to fish for that season. A majority vote will determine the 7 lakes fished based on the lakes chosen by all members. A hand vote will break all ties at the winter meeting. Once the 7 lakes are chosen , the months and dates will be voted on by the membership. Exemptions will be made if permit issues affect the tournament schedule. The TOP 8 lake or lakes will be on the schedule each season regardless. The classic lake will be chosen by a majority vote (blind draw). This will take place at the annual winter meeting.
u) The Angler of the Year and Top8 Team will be derived from a points system. Tournaments are worth a maximum of 100 points. Points will be awarded in one (1) point decreasing increments depending on place of finish. Additional Bonus points are added per pound of fish weighed rounded up or down to the nearest pound. All anglers not weighing a fish will receive 50 show points. The Classic does NOT count towards season points totals thus no points are awarded for Classic participation.
v) If only 1 member weighs in, he will receive 1st, 2nd, 3rd, and Big Bass Prize Money. However, if no member weighs in, we will give your entry fee back minus the Classic and End of Year Fund portion.
